Sorry folks. Beyond the obvious (something to do with illicit drugs) I really, really do not understand this one.

Hmm. If drugs have to be routinely prescribed to make people tolerate a certain situation, and behave tolerably in it, maybe the problem is with the situation, not the people.
Radical concept, I know. But one worth considering.
