It’s an old strip. But, as Scrooge asked the Ghost of Christmas Yet-to-Come, “Are these visions of what will be, or what might be?”
Personally, I think Papi’s dream of the future is an unrealistic fantasy. Not because Baldo has married a blonde (whether Smiley or otherwise), but because Baldo has changed his shirt.
1) The woman standing next to Baldo IS Estella, but she’s dyed her hair and is wearing contacts.
2) By the time this picture is taken, Los Angeles has been incorporated into the independent nation of Aztlan, and the gringa is Baldo’s (undocumented) nanny.
Yes Virginia, there are Mexican blondes who are real blondes. Remember Spain was originally Celtic, so there might be some real redheads too. Then too, they had immigration outside la raza nueva for generations.
I think it’s just the timing of this strip that’s the genesis is much of the discussion of Mrs. Baldo’s blondness. If it had even appeared a month ago, before the introduction of Estella (and many of us have hopes for Estella), there wouldn’t be as much comment.
(However, if this had only appeared a week ago, then when Estella appeared it would likely have been pointed out that she doesn’t look like the wife in Papi’s vision. Someone (other than me) ought to compare today’s comments with the comments from this strip’s first run.)

Papi doesn’t know about Estella yet… his daydreams may change.

Two other possibilities:
1) The woman standing next to Baldo IS Estella, but she’s dyed her hair and is wearing contacts.
2) By the time this picture is taken, Los Angeles has been incorporated into the independent nation of Aztlan, and the gringa is Baldo’s (undocumented) nanny.

Not sure, Bailey; that’s why I haven’t gone looking for it myself. It’s an updated copyright, but I know I’ve seen this strip before.
