Transparent? It’s the prefab pattern in Scott’s software. I’m sure he could take hours to color the robe, but he’d have to hand-draw lines for the arms and any distorted areas (like over Roy’s beer gut).
Frankly, I’ll ignore the effect and enjoy the humor, but it helps to be color blind and fashion-deficient. (Yup, a lot like Roy but with hair.)
The pattern isn’t in the software. I keep a folder of found patterns, some created myself, then cut and paste them as needed. For the B&W newspaper version, Roy’s robe is a solid grey rendered in dotscreen. The floor pattern was drawn in photoshop. To use it in the panel, I have to tweak it into perspective. But ignoring perspective in the robe is simply an abstract art choice common in cartooning. as for Roy’s gut, I’m not sure if he drinks beer. Have to ask John about that.

I love Roy’s robe. It makes him look so, so. transparent, ghostly, thinner.
