Tom, Dick and Harry are members of the same scout troop and are collecting merit badges. There are 28 merit badges available, divided equally into two types, silver and gold. Tom has collected 25% of the available merit badges; one of them is gold. Dick has collected 50% of the available merit badges; three of them are silver. Harry has collected 75% of the available merit badges; eleven of them are gold. Harry has collected all the merit badges that Tom has. He also collected the same gold merit badges that Dick has. But Harry has not collected any of the silver merit badges that Dick has. Assuming that Tom and Dick do not earn any more merit badges, how many more merit badges must Harry earn to guarantee that he will have the same silver badges (hint: but not necessarily the same number of badges) as Dick?
