Yes. Apparently very popular here in the States, in housing developments. They make rules, impose fees, stuff like that. I do not know from personal experience, but from what a friend tells me about her daughter’s HOA.
Won’t be a HOA – in the UK rubbish collection is all done by local councils. But you don’t see that many black bags any more, one wheelie bin and some recycling boxes is more like it.
I remember living in the US having to haul our trash to the compactor ourselves …gross.
