I blame Reagan, Papa Bush and Baby Bush. Doesn’t anyone else know that the payroll tax cut everyone is bleating about did not actually cut anyone’s taxes due on April 15? It just decreased the amount that was taken out of each payroll check { to pay as we go } so that everyone ended up owing money instead of getting a refund.
