Although as Speaker, Sam Rayburn was primarily a consensus builder, as majority whip and leader, he carried most of the New Deal and wrote a lot of it. Populism was invented in Lampasas, organized in Cleburn, and headquartered in Dallas. These feelings still exist just below the surface, it is just that the corporate media won’t let on.
