Find the animated image (.gif or other suitable filetype) you want on an image hosting provider e.g. http://www.smileyvault.com , then Right click and select Copy Image Location.
Paste the image URL into a simple word processor like NotePad (All Programs|Accessories|NotePad)
e.g. http://www.smileyvault.com/albums/userpics/10172/b-wink.gif
Add the HTML img src=‘URL’ tag at the begininning, and enclose the the whole line in angle brackets to get the following (the angle brackets are left out here);
img src=“http://www.smileyvault.com/albums/userpics/10172/b-wink.gif” (enclosed in angle brackets)
Copy & Paste into your comment and voila you have;
