Ordered by Washington or not, jumping bail is a dangerous thing for Warbucks to do. Washington may also expect him to go to prison.

Considering Oliver Warbucks past involvement with what would be covert actions, members of the govenment probably do not want him to stand trial. Oliver Warbucks would not deliberately reveal any of this type of secret, but under oath he might inadvertently reveal something that might cause all sorts of embarrasing investigation.

And you would do what with the deranged creatures within? Their home countries will not accept them. We cannot allow them to be detained in the US prison system. They would be overwhelmed with ACLU do-gooders more than willing to attempt to secure their release into the general population where they would return to their murderous, terrorist ways. I would simply put a bullet in their eye, but I know that would offend your pacifist leanings.
