If they’re only counting NEW words, and not every new verb form or plural, 16,000 words is a pretty good size vocabulary for what looks like an 8 or 9 year old.
The hard part is all that back-tracking through the journals, to see whether she’s already used each suspected new word.
If they’re counting every word she’s ever uttered, including every instance of “the” “me” or “Mom”, I’d think a couple thousand a year makes her pretty taciturn.

Write all those words down in her development book. Perhaps it was the girl who uttered: petty.

Easier than writing them all down, just get her a dictionary and have her start at the beginning and read aloud.
And, by the way, she looks to be about 114 1/2 months old.
