Make sure the phone is water-proof not just water-resistant. I remember when all the idiots took to Youtube to show them dunking their water-RESISTANT Motorola Defy phones a year or so ago.
If they figure out how to talk underwater intelligibly, maybe they can come up with a mouthphone: like an earphone but for the mouth, to be silent. Certainly, you can type and photo underwater, but can you browse or send email. yet?
