Looks like the emblem for the Signal Corps, which used semaphore flags at one time. However, 1962 – 1964 the flags were used only on the Signal Corps emblem. By that time period, it was teletypes, cryptographic coders/decoders. R390 receivers and up to 40KW HF transmitters. (The R390 is still available surplus if you like having an 80 lb boat anchor type receiver.
