gmartin: There is nothing clear in the cartoon that indicates he is the boss. In most large workplaces, there is some nosey who acts that way without the authority, just as there is one who materializes as a spectator whenever anything goes wrong. For some reason, neither type is ever fired despite the lack of productivity.
