This happens more often than you know. Not far from here a 17-year-old special needs student got shot in the back in the school cafeteria on the first day of school with a shotgun smuggled into school, and fired, by a 15-y-o. And before two weeks had passed, someone was trying to push a claim through social media (antisocial media, if you ask me) that the special needs kid brought it on himself. BULL$#|+!
@K M. 17 year old shot by a 15 year old, well you can be sure the older kid was larger and just because he was “special needs” doesn’t make him a saint and not a bully. In fact society is more likely to look away from any bullying he would do due to his classification of special need. I personally have know teenage retarded boys that were quite mean to smaller younger children.

Sadly it already is, its called the justice system, which seems to forgo the victim rights and coddle the ‘bully’.
