Dog food does not have taurine, an essential amino acid, added to it. Animals, except cats, manufacture it in their bodies. Cats get it by eating other animals, or by food with the essential nutrients added. So yes, feeding a cat dog food instead of cat food is doing the cat harm.

Dog food has a high vegetable content these days. It won’t hurt a cat but they will not like it more than once.
