it’s hard to drink when it’s faster then you are.

Ice ages cool the seas, and reduce the amount of water vapor possible with the normal sunshine constant. Australia never recovered from the ice age sixty thousand years ago, and was left with a lot of desert from the latest one. Oddly enough, the cooling of the seas results in atmospheric warming due to inland aridity, but it cannot return the world to previous thermal energy levels.
