    I think he’s just being sarcastic….

    He sees the homeless guy “stealing” his garbage in the alley….

    … and walks over to the fence to mock him.

     

    His obnoxious little way of saying “I’m watching you.”

    The recycle bin is blue… so the “lovely glassware” in the “blue clearance bin” is probably pickle jars and non-recyclable beer bottles.

    In other words, “here’s something else fit for bums like you, who eat food out of the trash.”

     

    Burl is a pig.

    It always make the destitute’s day to encounter the Penny’s. Makes them realize how fortunate they are.

    Better he go thru garbage cans than dumpsters. It’s illegal to take something from the dumpster here. The dumpster is for garbage that has no value, therefore if you want something it must be of value.

    The trash doesn’t appear to be at the curb but if it was it’s fair game. The law in most states in once it’s been put out for pickup it’s no longer personal property,

    We used to have specific recycling bins for glass, cans and newspaper. The city stopped doing it when they realized that homeless people were picking the stuff up before the garbage trucks. I still feel bad about that.
