Whenever I see someone with a dog, I ask “May I say hello?” If the owner agrees, I’ll let the dog sniff my hand, then, if it is amenable, I’ll love on it for as many minutes as I and the owner can spare. My blood pressure has never been a problem.
I’m not sure I get this comic. It didn’t appear the guy petted Will. And extra salt would supposedly raise your blood pressure. Maybe that’s the point, but I’m not sure.

Always ask permission to pet. The doggo might be having a bad fur day. Or be feeling ruff. Or just be a nervous doggo
