But added to that must be the problem of the continuing concentration of poor, dependent minority populations in the city... New York's minority inhabitants habitually require more services, especially welfare, but these are services which are difficult to cut back further than they already have been! So what is the solution? B.D.: Cut back on minorities! Zonker: Right, at least for the summer...
