TV newsperson: It's official! The Reagan deficit now exceeds the combined deficits of his 39 predecessors! Tomorrow, the blame will be formally shifted to Congress. Ronald Reagan: Balancing the budget by cutting the cost of government is the republican way. I believe the budget can be balanced by 1982 or 1983. I have submitted a plan that can provide for a balanced budget by 1983 if not earlier. We will fight to the last blow to achieve it by 1984. In the first place, I said that a balanced budget was our goal, not a promise. Person: Hold it! Roll back that last one! Ronald Reagan: See? I told you I'd covered myself.
