Mark: Scott, I've noticed that in the absence of any weapons of mass destruction, you guys now only talk about there being a "program." Isn't that downgrading the rationale for war after the fact? It's like we invaded Iraq because Saddam was thinking bad thoughts. Press Secretary Scott McClellan: Not at all.
