Ralph: Bye, Wally!
June: We'll be back in a few hours.
Norman: You're in charge!
Wally: No one ever puts the cat in charge!
Oogie: No one ever has to put the cat in charge!
Depends on how well or poorly trained the dog is. Our dog had a thing about getting into the trash when left alone. After a few days of training, it decided the trash would be better off if left alone. Our cat keeps to herself a lot, sometimes it’s as if we don’t have a cat at all.

Dogs have owners and cats have staff. That means that Wally is in charge of seeing to the cat’s needs while her staff is out of the house.
