I would usually include some sentence — near or at the beginning — that started with “it is important that you”. And an explanation.
“It’s important that you are quiet here. We are in a library, and people are trying to study and do other things that require quiet. When people make a lot of noise it’s hard for them to do that. That’s why it’s important that we are quiet here. OK?”
