Since this was in 2002, there was no Presidential election. But I think the reference is to ‘W’! President George W. was elected in 2000 and took office in Jan, 2001!

A question I ask for half a century now. Since every ones vote should be equal why isn’t every citizen allowed to vote? Why the age restriction?
Just make sure everyone votes without being pushed or hindered in his free decision by not being accompanied into the booth.
