I missed a referendum on raising school taxes in my county 3 weeks ago since it was not well publicized to the voters. They should have waited until the general election so everyone who normally voted would have a chance. Found out about it afterwards from a local radio commentator who said that is often a tactic done on referendums to raise taxes, so only those who wanted to raise taxes (in this case school system employees to keep their gravy train going even more) would be most likely to vote, while the general public fed up with increased taxes missed the election.
