I remember an old ‘toon where an old man, an old lady and their dog were on the porch. The dog was licking himself “down there” and the woman disdainfully commented to her husband that, "If you could do that, you wouldn’t need me anymore".

That kind of scratching could indicate sarcoptic mange, a type of skin disease caused by parasitic mites.
