I think Frank Nelson had recurring roles on radio, and possibly TV shows with Lucile Ball. He was the store clerk or sometimes a public official with the same voice intonation and attitude. Sometimes, Lucy got the best of him.

Thank you for posting the youtube video link. I never saw the Jack Benny Show, it was a little before my time, and I don’t remember seeing reruns of it like I did Burns and Allen and I Love Lucy. But I sure recognize that yeeesss! I’ve heard him on other shows in the past, and now I will read his dialogue in that Oh so annoying voice. LOL! Jim really has that character down pat!
