Since our cat loves to unroll the roll if we leave over, we have to mount it under. Otherwise we end up with a full roll of toilet paper all over the bathroom floor.
Under. Had cats as a kid and did so for the reason listed above. Never had a problem with moisture either. I think the most important thing is to be consistent. Makes it easier to find the end of the roll on those dark night trips.
stlmaddog5: Is the litterbox there, stinking up the bathroom, or have you trained your cat to use the toilet? If not, keep the cat out. The box should be in a remote but accessible, well-ventilated spot.

Over. The pretty patterns on the paper are only on one side, and if you go under, they cannot be seen on the part hanging down.

Never do “under” if the holder is built into a tile wall – the condensation will get it wet. Dry wall, take your choice, but “over” makes more sense.
