Well, evolution isn’t all about getting more and more complex. Fish-like things “learned how” to survive on land with limbs etc., and then some of those that adapted to terrestrial life started hanging around in water and eventually lost all functional traces of their terrestrial mobility and lived as air-breathing fish, a.k.a. cetaceans.
