It's probably a concussion. He's unable to answer ever one question correctly.
As an officer, Roosevelt was mounted, but they were attacking a fort on Kettle Hill, not San Juan. The latter was taken by a black infantry unit (24th I think) and by the time the Rough Riders got there, the infantry’s band had their instruments send up, tuned, and were playing The Bear Went Over the Mountain – the Rough Rider’s regimental march.
