    Simple. The universe visible to our spectral observations exists at a specific range of frequencies, all having the same ratio of speed to frequency. Timing is everything.

    Ooh, and BrassOrchid is stuffed at the line, and it goes over on downs!!! The speed of light is constant in all frames of reference — not the ratio of speed to frequency.
