I was just trying to differentiate between a child whose bioligical parents have died, and one whose parents have terminated parental rights. My wife is a social worker. Used to work in a facility which 150 years ago was founded when influenza and other epidemics would leave large numbers of children orphaned. Today, the facility is still full of orphans, and they are are available for adoption, but their biological parents are still alive, they are incapable of caring for their children.
