Pencils as we know them, with clay mixed into the graphite, weren’t made until the 1790s, so George Washington might have used them, but only just barely. Older types of pencil, with solid graphite, were around, but there was only one graphite mine in the world, and it was in England. (It is still the only source for large chunks of pure, natural graphite.)
