Shortly after parcel post stamps were issued, ( in the 1930’s ? ), there were a few incidents of parents actually mailing their kids. Few cents for the stamps was less than train or bus fare, postal workers were apparently trusted, dumb I know, and not thinkable today. Postmaster eventually caught on & nixed the practice.
