Poor Sluggo can only afford a “toy” dog, and not the full size version…. Or he would like a “Frank”, but wants to hold the “furter”….=I’ve also found all kinds of interesting sales signs in the stores…. like buying 5 gallons of milk to get one free… or another one where instead of saying a simpler, more rounded number, they make it sound as though you’re saving more money than you would be…

At least he didn’t ask for the free one.

Your use of the word mooch made me think of a Marx Brothers film. When Groucho finds out the cost of a ticket for the opera is $8.00, he is outraged and says.

Why for .50 cents I can get a recording of Minnie the Moocher. For a buck and a quarter I can get Minnie.

It looks like Sluggo has confused the cook. He might just get away with this.

Here, “two for the price of one” means you can get one at half price. “Buy one get one free” means you need to get two.
