Lars: It's a planet-killing comet heading here, and only the military has the resources to secretly evacuate all the V.I.P.s and their families before it hits. Perhaps Lars from Mars has an intervening orbiting mass to intercept the comet. Penal colonies are expensive and hard to locate in anyone’s back yard. And, they can be profitable as well.
