No, it means 80% chance of rain falling at any given spot in the forecast area. You might be in the 20%, it may evaporate before hitting the ground (verga), etc. It has no prediction as to how much, which, as prediction technology improves, many are giving separate predictions for these factors.

It all depends on whether or not it actually DOES rain.
