The Rat Lobbying Firm Congressman says, "You fellows just can't walk into a congressman's office and hand me cash and say, 'Here's a bribe.'" Rat says, "We know, sir. We're sorry." Rat says, "By the way, don't know if you're a cat fan, but if so, we invite you to reach into that fur and give him a rub." Congressman says, "That's quite a cat." Rat says, "Stick your hand in our kitty anytime, sir."
Did you guys miss that? That was a play on the word “kitty”, as it also means a pool or reserve of money. As well as the very obvious cat connotation.
