My parents couldn’t afford “camp” for their kids, though a couple of years I did spend a week at a scout camp..Still, I was never at a loss for something to do. All it took was an interest in the world around me, and that’s something my parents didn’t teach me to suppress.
Way back when, the local park had teenage activities leaders to oversee us kids doing a wide variety of crafts and playing various games (lots of them weren’t athletic) all summer long. It was free too! I wish that type of stuff could still happen today.

Never went to any camp and was happy with it. The library was with in walking distance.
