Plus, the bill doesn’t even establish the final rules. It just directs a bunch of different federal agencies to draft hundreds of new regulations. But it has a neat title so Congress should pass it so we can find out what’s in it.

Maybe that is an H-1B application. I once prepared one for a foreign-based employee.
