I get the idea that somebody is in the top of the clock tower and they are not supposed to be there. Since it seems that the clock is not running, nobody has a reason to go in and discover whatever it is that’s going on inside.
No, Two Fox Plaza shouldn’t be plural by the rules of English. Consider, for example, a “two-car garage.” No native speaker of English would call that a “two-cars garage.” The same applies to a five dollar bill or a fifty cent coin or a twenty dollar haircut, etc.
I think this is the first actual confirmation that Totten is developing Two Fox Plaza, although we’ve figured that out by now. I wonder if there’s a reason for them avoiding government jobs.
