Did you study civics when (if) you went to high school? “Signing Statements” do not make “Federal Law”! Only the U.S. Congress can make federal laws. That’s why they are the “legislative” branch. The President is in the “executive” branch. Signing statements are used by a sitting President to express his disagreement with a particular bill, without using his veto. Get a clue, will you?
