Unfortunately it does matter. You need to have a good negotiator and strategist in the White House.Otherwise problems like the fiscal cliff sprout up. Obama should have tied the renewal of the Bush tax cuts to raising of the debt ceiling. Instead, he just rolled over and approved the Bush Tax cuts for renewal. Leaving him no leverage for dealing with an insane Republican congressional majority when he was seeking approval to raise the debt ceiling. So he then had to go along with the craziness and now we are facing a tea-party inspired slashing of gov spending that will result in another recession.
