According to the Constitution, Congress is in charge of spending. Not the President and certainly not some unelected immigrant.
Congress is in charge because if a unitary executive decides who gets money, then he can use it to reward friends and punish enemies. That’s what despots do. Our founders VERY INTENTIONALLY put a politically diverse Congress in charge of spending.
So yes, what is being done is illegal according to the laws of the US. Not only that , but evidence shows that where Musk is cutting “waste” is more often than not just from departments that were holding him and his companies accountable while he rakes in billions of dollars in gov’t contracts. Exactly the kind of waste and corruption, as you say, we should be “getting rid of” and the constitution was designed to prevent.
