It wasn’t Socrates. He conversed in questions, not enraged diatribes. It seems to be from post WW-II period lamenting the loss of a time when kids who “didn’t know their place” could be sent off to be killed as cannon fodder – and the further enrichment of war profiteers. It didn’t take them too long to invent “endless war” as a way to revive that technique. If one doesn’t have conscription to do it, poverty will serve just as well.
