There is a difference. All viruses have two qualities; lethality and contagiousness. If it has one of these qualities, not pandemic. A tick in each column, bingo! Pandemic. Ebola has both. There are other things too that need to align to make a pandemic. The last flu pandemic was the 2009 swine flu pandemic- though it didn’t reach pandemic status in all countries (due to time of year/season).
I certainly don’t understand the subtle distinctions political cartooning requires. I’m sure it’s meant to be all clever and ironic and all, but … what has Mary Poppins got to do with journalism??

Some just aren’t able to infect many people. Like rabies and Ebola. That could change one day either with a change in climate or human action.
