The more I think about it, the smarter that decision is for A-Sig. I mean, besides the old “Who would actually think that we’d put it at our public HQ rather than hide it somewhere secret” misdirection.
It’s a given that sooner or later someone would have traced that signal and figured out where the Reality-Blindness-inator or whatever is, right? So why bother to try to hide it in some hidden base in the middle of nowhere at all? Might as well just put it at the Main HQ, where at least it will presumably be well defended when someone comes to try and shut it off.
