They need to make phone that either shut off immediately when the car is started or won’t let the car start.

I just moved 40 miles and told my new neighbors that where i used to live 90% of the drivers were talking on the phone.A little help: Hilsborough County FL? If you are not talking on the phone you are the 1%.
