All the public schools around here, FL, have a dress code. She would be sent home if she wore a skirt that short or had her entire midriff showing. They are at school to learn, not at the beach.
I never once went back to school shopping with my mother. It was hand-me-downs until I was around 13 and after that I made all my clothes. Shortly after that, I made clothes for other people.
