Both are right. It depends on whether you mean cardinally or socially. Cardinal decades and centuries start with the one (there was no year 0) and go to the next 10 or 100, and would be used when referring to the age of something.
Socially, decades refer to years in which only the last digit differs, centuries the last 2, and would be used when referring to a social period of time (eg. the 80’s, last century)

BTW, aside from the missing toes here, ostriches only put their heads along the ground, not *in* it. They’re not trying to hide. They can see predators more easily that way.
A decade is ten years, right? How many years have you lived when you turned ten years old? Ten, right? So you see, 10 is the last year of the decade. The new decade starts in 2011.
Also, the year following 1 B.C. was 1 A.D.
